WHAT
Holding signs and childhood photos at a sidewalk news conference, an attorney, an advocate, and a clergy sex abuse victim will disclose the names of, and details about, three publicly accused predator priests who are/were in the Monterey area but are NOT on the official diocesan ‘accused cleric’ list. (Until recently, they’ve attracted little or no public attention in northern California.)
And a northern California man (who will NOT appear on camera, be recorded or use his name) will, for the first time ever, talk about the child sexual abuse he endured at a Monterey Catholic school by a known child molesting cleric.
The three will also blast Monterey’s bishop for hiding these four child molesting clerics’ names, and urge him to correct and expand his ‘accused clerics’ list. They’ll also urge him to move slowly before adopting any victim payout program like other bishops have done.

WHO
A Sacramento attorney/psychologist (who has represented hundreds of abuse victims), perhaps a local abuse victim and a Missouri man who was molested by a priest and is the former long-time director of SNAP, the Survivors Network of those Abused by Priests.
WHY
----For a year and a half, in the mid-1960s, when he was in the third/fourth grades, at San Carlos Catholic School in Monterey, a northern California man was sexually abused by Fr. William G. Allison. The youngster, who was also an altar boy, saw the priest fondle other kids too. He has recently filed an official report about the crimes with AG Xavier Beccera.

He’s been sued for molesting kids several times.
Fr. Allison was moved around a lot and spent time in one Arizona town (Flagstaff), one New Mexico town (Jemez Springs), three Colorado towns (Avondale, Huerfano, and Boone), seven Louisiana towns (Monroe, Echo, Plauchville, Caplis, Doyline, Bossier City, and Alexandria) and at least eight California towns (Los Angeles, Capitola, Villa Maria del Mar, Aptos, San Diego, Fresno, Monterey and Stephen Place). His last known assignment was in the Alexandria LA diocese in the 1980s. Fr. Allison was ordained in the late 1940s.
The victim is urging others who were hurt at the school to come forward and contact law enforcement and support groups like SNAP.

But SNAP contends that a number of credibly accused child molesting church staff – nuns, seminarians, brothers, monks, bishops, teachers, volunteers, and other lay employees – have been left off the official diocesan ‘accused’ list. At least three publicly accused clerics who spent time in Monterey who have been left OFF Garcia’s list are at the end of this media advisory. SNAP believes many others are missing.

----Earlier this month, bishops in six dioceses (Los Angeles, Fresno, Orange, Sacramento, San Bernardino, and San Diego) announced they’ll soon be setting up victim payout programs. SNAP wants Bishop Garcia to move slowly before adopting any such plan.
The group is highly skeptical of what it calls “top-down, church-run schemes” that require victims to “sign away their legal rights,” forbid them from suing church officials, and keep child sex abuse and cover-up cases out of court, “where much more of the truth is expose about who has committed and who is concealing these horrors.” SNAP says these schemes are “much more about protecting the Catholic hierarchy than about helping the church’s victims.”

Publicly/credibly accused abusive priests who are/were in Monterey (5/19)
--Br. Charles Fatooh, S.M./Msgr. Charles Fatooh, who in 1965, became a Marianist brother and in 1985, he became an ordained Monterey diocesan priest. From 1990-1991, and again from 1993-2003, he was the chancellor and moderator of the curia for the Monterey diocese. From 1995-2005, Msgr. St. Francis Xavier Church in Seaside, CA and from 2006-2018 he was at St. Joseph’s Church in Cayucos, CA.
Msgr. Fatooh was named in a 2006 lawsuit, which alleged that he abused a student from 1973 to 1974 at Chaminade College Prep in Canoga Park, CA (where he later became the principal). He has also been accused of not alerting police or providing help to a boy who was being molested by another priest he knew in Salinas in 1991. Msgr. Fatooh was included in the Los Angeles archdiocese’s list of credibly accused clergy. According to the 2017 Official Catholic Directory, Msgr. Fatooh is still an active priest at St. Joseph’s in Cayucos, CA.

--Fr. Lynn Caffoe, who studied at St. John’s Seminary in Camarillo, CA and was ordained in 1971. In the 1970s and 1980s, he worked at churches in Garden Grove, Sepulveda/North Hills, La Canada/Flintridge, Redondo Beach and Long Beach, all in California.
In 1991, his ministry was reportedly “restricted” and from 1991-1993, he was at a church-run treatment program at St. Luke Institute in Suitland, MD.
From 1998-2003, he was assigned to the United States Mission in San Diego, Modesto and Salinas and Portland, OR. Fr. Caffoe was reported defrocked (“laicized”) in 2006 and died in 2009. In 2007, he was accused of abuse in a lawsuit that settled out of court.
Los Angeles church officials knew as early as 1975 that Fr. Caffoe sexually abused altar boys at his first parish assignment. It is believed that Fr. Caffoe sexually abused at least 15 victims and has been accused of abusing children in every parish. In 2004, his name was included on the Los Angeles archdiocese’s list of priests accused of sexual misconduct involving minors. Fr. Caffoe reportedly lived in and/or worked in the dioceses of San Diego, Portland, and Monterey after leaving the LA archdiocese. In 2013, Fr. Caffoe’s personnel files were released.

In 1984, Fr. Funcheon was seeing a psychologist weekly in the Monterey and was a teacher at Palma High School in Salinas. Two years later, he wrote to a fellow priest “I have been spending a lot of time with these (8th graders) outside class during weekends, etc.” and “outside the classroom I get along super with the kids.”

--Fr. Stephen C. Hernandez, who was ordained in 1982 and worked in the 1980s in Los Angeles, Oxnard, Monterey Park, Montebello, and San Fernando. In the 1990s, he worked in Van Nuys, Monterey Park, Los Angeles, and Rose Hill until he retired in 1999.
At least two survivors have come forward alleging child sexual abuse by Fr. Hernandez. The LA Police Department investigated a report that he repeatedly sexually abused a teenage boy from approximately 1998-2002 when he worked as a counselor at Eastlake Juvenile Hall. The boy said Fr. Hernandez sexually abused him at his family home and at the priest’s residence at Our Lady of Guadalupe.
In 2004, Fr. Hernandez was arrested on a misdemeanor charge of contributing to the delinquency of a minor. In 2006, he attempted suicide when he learned he had been investigated for alleged child sexual abuse four years prior. That same year, he was sentenced to three years’ probation and ordered to stay away from children.
In 2004, Fr. Hernandez was included in the Los Angeles archdiocese’s list of priests accused of sexual misconduct involving minors. His whereabouts and status as a priest are unknown.
